pharmaceutical industry in Samara for providing
medicine imports these material from non-origin
country that agreed upon in the contract, in
addition some private drugs manufacture, which
privileged by the company manufactures some
drugs on the contrary to the validity conditions
and without doing necessary laboratory analysis
which reflected negatively on the health and
life of citizen.This what specialized audit body
of examination and audit from BSA, mentioned in
its report.
The report showed significant drop in actual
production compared to the available energies by
zero-78% and there are more than 52 tons of
necessary raw materials to product medicine were
spoiled which equal the amount of (7) million
diners in addition to product of medicine
without the necessary need in the local markets
where the stored value of the total production
has more than 11 eleven million and no take
necessary action regarding taken its marketing.

The deadlock in the
production line of bolts and Alsamullac
continued in the General Company for Mechanical
Industries /Alexandria due to lack in the
imported spare parts according to the report of
specialized body which subordinate to the BSA.
The report also said the company's marketing
plan in decrease where the rate increase from 8
to 54%. The management couldn't market the
stagnant ready-production since 2005. The
product amounted to 52.183 as finished items and
agricultural tools since 1995 have not been sold
because of the high
prices compared with
prices prevailing in local markets.

about mechanism of immunity to Iraqi funds
abroad
A seminar held by Dr. Abdul Basit T
Saeed president of BSA, chairman of Iraqi
committee of financial experts was attended by
senior staff and chiefs of auditors in BSA to
have an idea of the latest developments of BSA's
and Iraqi committee of financial experts' work
due to the interdependence of their actions. A
chronological preview about security council
resolutions from 2003 to 2009 concerning
establishment of IAMB (International Advisory
and Monitoring Board ) was presented in the
seminar to supervise the revenues and
expenditures of Iraqi public funds derived from
production and exportation of petroleum and
petroleum products deposited in an account
opened in the federal reserve bank of New York
in the name of DFI .
This account
has been awarded an international immunity, so
as not to be liable to seizure or forfeiture as
a result of the decisions of international
tribunals. Iraqi committee of
financial expert was established in April,
1,2007 to work together with advisory and
monitoring . International Advisory and
Monitoring Board (IAMB) recognized through the
last three years within minutes of its meetings
and within press declaration the efficiency of
committee of financial experts and their ability
to replace the board in monitoring
DFI.Resolution No. 1905 in December 2009
included a request to the UN Security Council by
the Government of Iraq of an alternative
mechanism to transfer missions of IAMB
(International Advisory and Monitoring Board) to
Iraqi committee of financial experts.
The seminar also included a discussion of the circumstances that can cope with the transition from the Development Fund for Iraq to an alternative system which may endanger the Iraqi money to lose international immunity and consequently it would be retained. They discussed also the suggested mechanisms to insure immunity to Iraqi funds abroad, the role of international organization and United States in that. In addition to Iraqi government's effort to settle debts owed by Iraq during the period of previous regime and the successes achieved with the Paris Club countries to achieve a settlement of more than $ 51 billion of total debt and also reach to adjustments with creditor countries outside the Paris Club in accordance with terms similar to the Paris Club countries with the exception of 13 countries, including the Gulf Cooperation Council. The Government of Iraq confirmed its obligation to settle the entire debts and the demands inherited from the former regime to be adjusted and addressed.

State company for manufacturing glass
and ceramics caused a deficit of (10561) ten
billion and five hundred and sixty one million
Iraqi dinar due to suspension of production
lines of glass panels , glassware , silicate and
wall bricks) although the ministry has obtained
a grant by the ministry of finance of (2,3)
billion ID for the commission of reconstructing
Anbar governorate . This was included in the
agenda of BSA meeting in BSA headquarter to
discuss some financial statements including the
financial statements of state company for
manufacturing glass and ceramics in Ramadi.
Spoiled food in
Wasit markets
The report of the Board of Supreme
Audit's body specialized in auditing the
environmental affairs specified that there are
expired food in Wasit provision's markets which
had been returned from the sanitary landfill,
which means that there is no control on the
sanitary landfill from abusers who return these
food to the markets.Also the report referred
that the medical waste have not been isolated in
most of the healthy institutions, and the liquid
waste and sewages are drained without treatment
to the rivers directly. As well as using the gas
oil by the owners of the tile factory instead of
using the clean fuel which effect on the
environment and breach the environmental
legislations.

secretariat of the council of ministries issued
a circulation to all ministries and the parties
not related to a ministry directing not to
submit financial awards to the bodies of the
Board of Supreme Audit existed in their offices.
This circulation is issued according to the
Board of Supreme Audit's request to preserve the
professionalism and neutralism of the Board
work. In exceptional situation that deems
awarding, it is necessary to obtain the
secretariat of the council of miniseries'
approval exclusively.
The Board of
Supreme Audit disclose the pause of the sulfur
production in Al-Mishraq
The Audit Council hold its seventeenth
meeting for 2010. The session included a
discussion the financial statements of the state
company of Al-Mishraq sulfur for 2009 wherein
the auditing report indicated the continuous
pause of the basic production lines in the
factories of this company, and some of these
lines have not been renovated or rehabilitated
since 2002. The report referred that there is no
effective plan to market the remained stored
sulfur in the company from the previous years,
whereas the company's sales for 2009 decreased
99% from the sales of 2008. The council also
discussed in its session the auditing reports of
Salah Al-Deen municipalities and numbers of
contracts of the ministries of Oil, Interior and
Culture, in addition to the late accounts of the
Ministry of Health.

The eighty third anniversary of
establishing the Board of Supreme Audit was on
Tuesday 9th of March 2010. The date
of the establishment of this year was
simultaneous with the public elections which
were the greatest celebration for Iraqis to
establish and build their new state basis on
sound and democratic standards. In this

the account of Iraqi company of land
transportation
When auditing the accounts and activities of
Iraqi company of land transportation , the audit
body non-registered amounts were detected in the
company records concerning transportation
revenues for the governmental offices received
by the private sector transportation companies,
in addition to state taxable shares of these
processes that have not been fulfilled as income
of transporting intersection audit with other
departments to count and collect those revenues
unknown to the state company , these dues
revenues have been recovered for the benefit of
state company amounted (1083394194) and
received then by the mixed Iraqi company for the
land transportation .

was held on Thursday to study the opinion and
proposals of the participants to enhance work

first step after renovation to his presidency

controlling works on accounts of Kirkuk Treasury
Directorate
Board of Supreme Audit held the (60)sixty
session of financial control council , to
discuss the reports of auditing bodies in the
ministries . These reports included results of
controlling & auditing works on accounts of
Kirkuk Treasury Directorate for the year ended
31/12/2008. The council's members indicated some
notices such as exaggeration of many purchases
prices bought by Kirkuk Traffic Directorate .

meeting 11th of General Assembly held in Islam
Abad ( Pakistan ) in 8-16 /10/2009 . This

President of the Board of Supreme Audit,
Dr. Abdulbasit Turki Saeed, met Mr. Stewart
Boene, the Inspector General for Iraq
Reconstruction, and they discussed auditing the
projects of memorandum of understanding signed
between the council of ministers supreme
reconstruction council and the multinational
forces. They also discussed the resolution of
the Federal Court of Appeals concerning
reactivating the lawsuit of misuse of Iraqi
funds even during the tenure of the civil
governor.
Ninety One Billion
Iraqi Dinars in Custody of Ninawa Provisional
Council
BSA discussed financial statements of
many ministries and provisions including those
of Ninawa for 2009 where the report of the body
specialized with auditing Ninawa provision’s
accounts showed that (ninety one billion and
fifty one million Iraqi Dinars) in the custody
of X- members of Ninawa Provisional Council who
were sentenced by court because of the above
mentioned sum without clearing the suspended
advances. The provisional Council did not file
civil proceedings to regain the sum.
Iraqis Receives
Auditing Oil Revenues
United Press International reporter
mentioned that the council entrusted by UN to
audit Iraq oil revenues is ready to deliver its
tasks to an Iraqi team.IAMB of DFI entrusted to
audit Iraq oil revenues declared in a press
release in 27 October, that it is ready to
deliver supervision on DFI to COFE in Iraq as it
approaches the end of its mission by the end of
2008 and the Iraqi government will be informed
in case the extension of decision No.1790.UN
established IAMB of DFI to be a monitor on the
Fund where all Iraqi oil revenues and funds
remained from FOOD for oil program in addition
to other assets are deposited.

Breaching in North Refinery Companies (NRC)
BSA (Board of Supreme Audit) held in the
headquarter discussed the financial statements
of 2009 of the NRC. The report presented to the
specialized body stated the breaching of NRC the
instructions of executing the governmental
contracts some contractings to unqualified
companies with history of problems with NRC
itself that led to delaying some projects. In
addition to some heavy duty out of work
machines, unsuitable stores for stationary and
chemicals where (1273) tons of chemicals were
found stored haphazardly violating chemical
storing instructions. Also, production dropping
of many basic products for 2009 comparing to
2008 rating from 2010% and there are trespassing
on the company properties and no necessary
actions were taken to clear them out and make
them useful.The Board also discussed the
financial statements for 2009 of the State
Company of Drug Industry in Ninawa where the
report of the specialized audit body showed the
dropping current revenues of the company because
of the weak marketing plan comparing to
accumulated production plan of material and
drugs not wanted by the ministry of Health and
not in boom in the markets consequently, they’re
expired and received by the ministry.
